History: Episode summaries for the series. Very little is actually shown about the characters' lives prior to canon, and Kotoha's own wiki page gathers everything we even know about her childhood (and is still teeny, guh). I checked the episode summaries myself and they seem to explain everything that happens to her in canon itself, including what little flashback we get to bitty!Kotoha in episode 6. If this info is still not enough, let me know and I will try to compile it myself.
Personality: Kotoha doesn't leave much of a lasting first impression under ordinary circumstances. She is kind, a little aloof, always has a smile on her face and presents herself as just another high school student. She enjoys meeting new people, greets them with warm pleasantries and leaves them to form their own opinions about her. Sure, not everyone she meets is suddenly and enthusiastically her bff or anything like that, but she remembers names, faces, important facts about them... She believes there's no reason not to say hello to someone, not to start out playing nice.
As one of the members of the Hiizumi Life Counseling Office, Kotoha has become very good at dealing with the general public. Need a guide? Done. Directions? Sure thing. Advice? That might cost a little extra, but of course, she'll help. (and afterwards, give the extra money back because someone reminds her that's not how we do things young lady) She's committed to the town and to the well-being of its citizens, both human and youkai. She wants to protect them, and will do whatever she needs in order to keep everyone safe and well. If that means stomping some ill-intentioned demons or humans into the mud, well, so be it. Other times, it just means fixing roofs. Or helping new citizens find jobs. No matter what her daily tasks are, she does them well.
But... not without some theatrics. Kotoha has the smallest flair for exaggeration and slight melodrama. She can often be caught "complaining" about something or another immediately relevant to the situation. Either the sun's too hot, her back is bothering her, the nails they gave her to fix the roof aren't long enough... She isn't actually annoyed, no matter what it sounds like. In fact, it could be said that if Kotoha is complaining, she must really be feeling okay about the situation. She also has a sarcastic side, often getting into one-liner battles with some of the others. For instance, she could go on teasing Ao for days, given half the chance. She can also hold her own against the laid-back, quick-witted Akina, or whatever Demon Baddie Flavor Of The Week with whom she ends up having to duke it out.
It takes a severe situation for her to really begin to take things seriously enough that it cracks her otherwise calm exterior. Sure, if you tick her off enough, she'll (either comically, or seriously - in which case watch the hell out) fly off the handle and start smacking someone around, but the truth of the matter is, she prefers to keep her temper way in check. She would much rather laugh or shrug off a situation. She doesn't like to get riled up in anger... even if sometimes, her motivation for keeping calm is that it aggravates the everloving hell out of her opponent. She's convinced all she needs to get through life is a wide array of smiles for every conceivable purpose, and perhaps a joke or two. Her tongue is sharp enough, she needs no blade.Guns are better.
Oh. Did we mention she's a gun nut? And a logophile. She also happens to adore the German language, so much that she very often incorporates it into her kotodama powers. It's her dream to one day travel to Germany, to visit all of the war museums, to see all of those beautiful weapons up close and personal -- !

Kotoha isn't entirely sunshine and rainbows. She's a half-youkai after all, and those kotodama powers of hers came with a frightening price. Her possession by a youkai as a small child has left her essentially imprinted, and should she ever forget for long enough that she was once a human, she will lose that humanity and fall victim to the demonic insanity that helps to fuel her powers. It's a very heavy burden. She had to come to terms with herself as she grew up, and perhaps it made her grow up a little bit too fast, but she tries not to see it that way. It used to be a struggle. It used to take near-constant reminders that she was not alone, that she had friends, that she was Kotoha Isone. Human. Not some monster, not some crazed and evil youkai with horrible intentions... And she may have even lost her way entirely had it not been for the friendships she's forged - especially with the mayor (Hime) and the rest of the employees at the Hiizumi Life Counseling Office.
Now, she sees her powers as useful - a gift, almost. She's comfortable with her status as a half-youkai, and she never shies away from any mention of it. She even adds it into her introductions, if she feels it's relevant to the situation! And whenever she's asked about how awful it must be to have lost a bit of her humanity, she usually responds with a small display of her powers, and a gentle reminder that what she has isn't so bad. She's herself, and there's nothing more to it. Though somewhere, deep down, she may still have some small and incredibly fleeting doubts about everything, she feels they aren't a big deal. As far as she's concerned, they will never be a big deal, ever. There's no reason drag out any negative thoughts about it. It'll just give her ~such a headache~, after all! She might start complaining about it!
Debt: She'll be in debt to the witch. She would very much like that wish, thank you very much, and she doesn't mind working for something like that in the least! Her wish? She'll settle for a definitive way to never, ever forget herself - to never lose her humanity and become an out-of-control youkai. She wants to keep her kotodama abilities forever, though~ she's allowed to be greedy, right?
Suitability: Kotoha will actually be a pretty hardworking employee for the witch. If there's any sort of Employee Of The Month setup, don't tell her - she'll probably try to win that award every single month! (Okay, in that case, maybe you would want to tell her. ... Anyway.) She likes to help beings - humans, youkai, spirits... whatever. She is here for other people, in her mind. She likes to be helpful, and she likes to see others happy and pleased. You got yourself a catch, madam Witch~
Even with higher-tier "quests", Kotoha will be prepared. Her hometown, Sakurashin, is a place where humans and youkai are trying to live together peacefully. You can imagine that this doesn't always work... Kotoha is used to subduing the most volatile of arguments - figuratively or literally. Fetch quests? She's on that, too. Seriously. She's got this, yo.

Abilities, Strengths, and Weaknesses:
Kotoha is a "kotodama user" - literally, a user of the power behind words. Whatever she speaks, she can manifest as a real object. If she can describe it, she can have it. She is seen calling forth things ranging from guns, missiles, fucking airplanes and German tanks (she's kind of a weapons fanatic, okay) to things as small as flowers, balls, koi-catching nets you use in that silly goldfish game at festivals...
This power is not limitless by any means. First, if she has never summoned something before, she must describe it as accurately as possible. "Bandaid" is something a lot closer to "a stretch of fabric with gauze in the middle that is 2 centimeters long and used to treat injuries, with mild adhesive on each end, called a bandaid." After that, she could narrow it down to "Shortcut: bandaid," but only after several instances. Also, every little bit takes a lot of energy. She will begin to lose her voice the more she summons, especially if she does so a lot in a short amount of time. If she loses her voice? Well, then she's completely SOL.
But otherwise, she's pretty badass. (even if that clip is from the ridiculous 2nd series. Still...)
She has suitably quick reflexes, due to her training with Hime in order to protect the town. She's capable of self-defense, which is nice when she's trying to beat people away long enough to summon a grenade to their face. Still, she is a squishy, fleshy thing and will bleed if pricked, cut or otherwise injured. She's not especially physically strong, and her constitution stat is surely not that impressive (especially since the odds of getting her in armor are pretty thin). She also complains that her large breasts make her exercise and combat life a lot harder! Such a pain~
Also, if pushed too far... she is prone to fits of rage. She will then promptly ignore the fact that she should be watching her word-usage, and will quickly wear herself out just because she wants to beat whatever it is that's pissing her off right into the dirt. She will take things too far, and it will lead to collateral damage. This may not happen often, but when it does... eeesh.
On the non-combat side: Her people skills are nothing to be sneezed at, either. She's very good at organizing people, delegating tasks and helping out with whatever she possibly can, all for the good of the town. She also happens to be fluent in German, and is a very talented karaoke singer.
